Town Government


Horseshoe Beach's voters elect our Town Council once every two years, seating 4 councilmembers and a mayor for a two-year term.
Our appointed officials are chosen by the Town Council via a consensus vote as need arises for services, serving without imposed or implied term limits.
General Public Council meetings are held on the 1st Thursday of each month at 6 PM at Town Hall; all are welcome to attend. 
To contact an individual councilmember, click on their photo for a link to send them an email. Please keep in mind, under the Florida Sunshine Law, councilmembers are not allowed to converse outside scheduled council meetings; please be considerate of this fact and do not include more than one councilmember on a single email. If you believe you have a matter that requires the attention of more than one councilmember, please direct it to the Mayor and the Town Clerk, who can work to place your concern on a meeting agenda.

2022-2023 Council:


Mayor Jeff Williams has lived in Horseshoe Beach since 2015, and served on town council since 2021. He was appointed mayor by the town council in 2022 to resolve a vacancy.

Mayor Williams has served on town council since 2021, being appointed Mayor in 2022 by the council to fill a vacancy. 
Mayor Williams is responsible for town finance and Municode, as well as directing town council meetings.
Councilmember Tyler Futch has served on town council since 2019.

Tyler is responsible for Roads & Streets.​

Brooke Hiers has served on town council since a special election in 2022. 
Brooke is responsible for Event Coordination.​

JD is responsible for Water Plant operation.​
Councilmember Tyler Futch has served on town council since 2021.

Brett Selph has served on town council since 2021. 
Brett is responsible for the Volunteer Fire Department.​

Appointed Officials


Town Clerk Nikki Selph has served the Town of Horseshoe Beach as Town Clerk and Utilities Director since 2015.

Town Clerk Nikki Selph is the backbone of Horseshoe Beach's day-to-day operations; serving as public records custodian, Utilities Director, and go-to resource for any and all town business questions. Nikki has served Horseshoe Beach faithfully since 2014.
Conrad Bishop
​Town Attorney

Conrad Bishop serves as the town attorney, ensuring town procedures comply with state and federal regulations, and addressing any legal concerns that may arise.

​Town LDR Administrator

Leon Wright serves as the Town LDR Administrator, guiding residents, property owners, and property seekers into compliance with Low-Density Residential Building Codes, enabling approval of permits and variances.  Leon is a wealth of knowledge regarding building and property boundary rules in Horseshoe Beach, and Dixie County as a whole.
​Leon has served Horseshoe Beach since 2022.
Steve Rose has visited Horseshoe since 2010, and moved in 2021. He has served as Assistant Town Clerk, webmaster, and town water meter reader since 2022.

Assistant Town Clerk Steve Rose fills a variety of roles within the town, assisting the Town Clerk with their regular responsibilities, working as the water meter reader, acting as a one-man sign maintenance crew, and filling in where extra hands are needed.
Steve has served Horseshoe Beach since 2022.
