Horseshoe Beach Utilities Billing
Customers with Horseshoe Beach Utilities can submit payment by cash or check to the Utilities Director (the Town Clerk fills this role) directly during Town Hall hours, to the drop-box in the entrance door at Town Hall any time day or night, or by mail to P.O. Box 158, Horseshoe Beach, FL 32648.

Standard Connection Fee Schedule - Effective December 1, 2022
- Application Fee - $300
- Subsequent Connection Fee - $100
- Water Meter Equipment Fee – APPROXIMATELY $250 (Variable – reflects cost of current water meter model)
- Ball Valve Equipment Fee – APPROXIMATELY $75 (Variable – reflects cost of current ball valve model)
- Disconnection Fee - $40
- Reconnection Fee - $35
- New Connection Fee – VARIABLE – Request Quote from Utilities Director
- Late Fee – 10% of account balance
- Returned Check Fee - $35
Becoming a Customer
If you do not currently have water service with Horseshoe Beach Utilities, but would like to become a customer, please reach out to our Utilities Director, and they will be happy to assist you.
If you have a meter, but it is locked out, you will need to pay a one-time application fee and a one-time activation fee, as well as completing an application and water use agreement (see below).
If you live inside of Horseshoe Beach and do not have a meter and/or connection, you will need to pay the above fees along with a water meter equipment fee and a gate valve equipment fee. In addition, any cost for equipment and labor will be solely the responsibility of the customer requesting service (meter box, road repair if cutting is required, tap, pipes/fittings.)
If you live outside of Horseshoe Beach and do not have a meter, you will need to contact the Town Clerk to be placed on a Town Hall meeting agenda for the council to determine whether service may be provided to your location with or without annexation. If the council determines you qualify for service, you will be subject to the same fees listed above.
